The People’s Armed Police in China

The Central Military Commission (CMC) in China incorporates the General Staff, General Political Department, General Logistics Department, and General Armament Department of the country. As the head of these important components, the CMC leads military, political, logistical and armament activity within China. There are three main parts of the Armed Forces in the country, these are listed below:

  1. People’s Liberation Army

  2. Chinese People’s Armed Police Force

  3. The Militia

Chinese People’s Armed Police Force

The People’s Armed Police Force (PAP Force), is considered to be the parliamentary entity that performs civilian policing and fire rescue activities in the People’s Republic of China. The PAP Force is trained to provide support to the People’s Liberation Army (PLA) in the event of war and crises.

 

The primary purpose of the PAP Force in China is to provide the country with internal security. It is their responsibility to control and respond to riots, attacks, emergency and incidents within China, ensuring that all citizens and residents of the country are safe. The PAP Forces have a special tactical counter terrorism (CT) unit that works with the Immediate Action Unit (IAU), Snow Wolf Commando Unit (SWCU) and the Special Police Unit (SPU).

Other units of the PAP Force include the following:

  • Border security forces at all borders (land and sea, including airports and railway)

  • Forest guards

  • Gold mines

  • Hydro power facilities

  • Traffic police

  • Fire fighting

  • Road construction services

Of these units, the Fire Fighting and Border Security are under the Ministry of Defence and the Ministry of Public Security.
