Civil service careers are widely sought in Belgium; they offer a long-term career path and provide excellent employee benefits to those who qualify. There are approximately 60,500 individuals employed in the public sector, of which two-thirds are employed at federal level.
Belgium federal service careers are provided for in the Camu statute, which details information regarding the recruitment of civil servants, their selection to specific departments, staff evaluations procedures, and promotion tracks.
Recruitment of Civil Service Employees
Entry to a civil service position is very competitive, and only those individuals who satisfy the required criteria will be selected as a civil servant. The official recruitment process is detailed in part III of the staff regulations for State Officials.
One of the main requirements is that applicants must pass an initial examination, which is prepared, by the federal selection and recruitment office SELOR. Additionally, individuals must meet the exact requirements of the public sector job they are interested in; this extends to the admission conditions and educational qualifications.
Other requirements include, but are not limited to:
- Full time and contractual employees must provide a certificate of good conduct and moral standing
- Individuals may be requested to supple criminal records depending on the post applied for
- For positions at federal level, individuals must be recruited through SELOR
Promotion Opportunities as a Civil Servant
Promotion within the public sector is based on a variety of factors, including:
- Performance appraisals
- Length of service
- Recommendations (usually from the departmental board of directors)
Salary for Civil Service Employees
Typically, the rate of pay will vary depending on the profession of the civil servant, their length of service, performance, and seniority. Jobs within in the public sector can be categorized by salary brackets according to the following structure; 1,2,2+,3 and 4, whereby grade 1 is the highest of salary rates and usually applicable to employees who are university graduates.
Grade 1 – usually applicable to management positions
Grade 2+ – Specialized work
Grade 2 - Execution and management support work
Grade 3 – Administration positions
Grade 4 – Manual labour positions
